As to the technical realities of the situation, this is not an airware
theory. It's an available, RIGHT HERE, RIGHT NOW service, rolled out in
several italian cities, and elsewhere throughout the word.  Which
means that
these ISPs and their associated telcos, and financial backers believe
that
the service CAN be delivered reliably and within whatever costs models
as
have been adopted.

It's worth noting that much of the content comes from on-MAN, or by
injection of digital streams such as broadcast TV rather than across
the
wider internet.
