IR control on a budget

Now that the exchange is (finally) happening on my house purchase, it's time
to consider IR control.  I have a machine which is on 24/7 and does very
little (it's set aside for X10/IR control).  What options do I have to
control my cable box, ITV digital box, VCR, DVD, etc?  I'd like to have
something I could control via a web interface, so I can sit in the bedroom,
browse the intranet on the Fujitsu and make a DVD play on the TV.  I've seen
IR blaster type things, are these suitable?  Ideally, I'd use HomeVision,
but I've not got enough cash for that.
