Image - Paint Shop Pro.

 

Select the area then "Image" "Blur" from the menu.

 

The effects have to be done in 16 million colours then it colourised itself when I reduced it to 256 colour standard pallette to save as a GIF.

BRILLIANT ! That does away with all ambiguities. You have a
different screen from me.

Mine says "Special offers: do not send me any offers" whilst you
have a marketing preferences link.

Wonder why they're different.

BTW, liked the messing with the text you did to doctor the image.
What s/w did that? Nice job on the email addresses!
