Depends on what you want to fit inside.
 
If its just a TSOP 1838 then yes, but in the case of the one I built there was a small piece of veroboard with 2 LED's for Receiver activity and Bus activity, some transistors and a connector block.It involved hacking away some of the plastic and then hot gluing the assembly together.

Is it just a case of removing the neon assembly from the inside and just leaving the casing and the lense??

Both of which show a prototype that I made for him almost 3 years ago!
 
Made exactly as you describe from a Neon assembly

Is there such a thing as an ir lense to fit a clipsal face place??  Failing
that can the red neon be stripped down to hemove the lense??
