Seems a complex document. Which part in particular ?

I want to pass traffic to a camera server port 9129 on another box on the LAN from the apache server

You could use apache to rewrite the urls using mod_rewrite, take a look here for some examples:

Im planning to use this to consolidate all the web servers to one central proxy.
