There are a couple of ETSI standard protocols supported by most
phones. Have a look on source forge for smslink. It does all that you
want - and it shouldn't be too difficult to get it up and running on
Windows.

PS. What are you going to do with the messages once they are in
Outlook? Forward them by e-mail? If so, Outlook doesn't need to get
involved in the exercise.
