TTL converter advice req

My new alarm system has a serial interface for software programming
but it requires a TTL converter.
The serial adapter comes with the software kit (£63), but as the software
is freely downloadable, that means the adapter is £63!

My question is, is an RS232 TTL converter a standard thing? i.e could I buy
one off the shelf and knock something up for less than £63?
