Depending on exactly what you do changes the time...... ;)
 
If you have the PIR ON command map to the light that you want on, then it will be faster than if you have a macro triggered in a controller.
 
I use a PIR in my kitchen, with macros in HomeSeer to handle different times of day, if I've said I've gone to bed etc, and its normally pretty fast, particularly when I have the PIR angled right towards the door, so it catches you just as you're walking in........ experimentation with positioning can make a big difference.

Are there any MS13E PIR users who can tell me whether the response
time (ie, to turn a light on after motion is detected) is
intantaneous, or whether there is a short delay? I was thinking of
using one to control the light in the bathroom, would probably get
the MS13 to initiate a macro to turn the light and fan on for
different durations depending on time of day, and just wanted to know
whether i'll be standing around in the dark waiting for everything to
switch on, or whether the light will come on 'immediately'
