Depends on the type and location of exchange :-)
Rural
Exchanges < 3000 (Some remote UXD5's in Scotland and Wales only have
200-300
lines)
Towns
< 30,000
Large
Towns and Cities Can be 100,000 lines
You
can guess the size of the exchange roughly by looking at the number
ranges
eg
Great
Yarmouth (01493) has
842xxx
= 1000 numbers (000-999)
843xxx
= 1000 numbers (000-999)
844xxx
= 1000 numbers (000-999)
85xxxx
= 10000 numbers (0000-9999)
330xxx
= 1000 numbers (000-999)
331xxx
= 1000 numbers (000-999)
332xxx
= 1000 numbers (000-999)
745xxx
= 1000 numbers (000-999)
That
gives a number range of 17000 numbers although the total number of
lines
can be far higher and a single number on a PBX can easily have 20-200
lines
The
Great Yarmouth code 01493 also covers exhanges outside Yarmouth with
ranges
70,72,73,74,75,36,37,38,39,44.48 and more I cant remember plue
30xxxx is
reseved for the cable companies.
As you
can see, it is difficult to give a precise answer but looking at the
numbers on
Shopfronts and Taxis etc in your town should give you an idea of the number
ranges in use therefore an indication as to the size.

of
subscribers per exchange (and for good measure what's the standard
deviation).

The "Exchange" is the collection of racks that feed you
your
telephone service.
Normally there is one exchange per building. (there can be
more than one exchange in a building in large cities)
One exchange can serve many villages, often located
centrally
in a group of 3 or 4 villages.
A normal town will have one exchange
Large towns and cities can have several exchanges
There are often 20 or more exhanges to a single STD
