Do you have a proxy server? Restrict access using that?

Sorry for the OT post but... I am trying to stop one of our work PCs from
gaining access to the internet.  I have used group policies to only let the
computer run things like word, paint shop pro and regular apps.  The
computer can't run internet explorer by double clicking on it or by a
shortcut to a site BUT it can still access the internet by using the "media"
button on "File explorer".

Is there any way to stop internet access completely once and for all?
