Why's it tricky?  Either you have it or you don't.  If you do,
stick up an 
antenna and aim it in the right direction, if you don't, then give up!

I'd say a Lucent card, and a bought aerial.  Homebuilt aerials are
great for 
the money, but they cost diddly-squat, and don't have great range.  I
expect 
you'll need something pretty powerful for that link, and you will probably
be 
outside legal regulations to achieve that link.  If that doesn't
bother you, 
you just need an aerial with about 15-18dB gain (guesstimate, as I don't
have 
calculations to hand).
