OK.

To get quality close to Tivo is gonna take alot of time and guesswork..

What is the capture source? Most pc tv tuners require a very good source to
start with?

ATI cards usually have a good tv out.

Firstly, whats the wintv cards picture like on a monitor?
Have you tried the different driver modes?

Have you tried dscaler by itself?

I would guess that the issue is with the tv out rather than the capture.

Which ati card is it exactly?
