It is my experience that the passive type converters are just plain old
pants I'm afraid and no use for home cinema applications, some do not
output a signal the way you would like, I have a lead that supposedly
does what your converter does and frankly it does squat.

TiVo does need to be set to RGB & PAL and not PAL only. PAL will
only
output a composite signal to the SCART whereas RGB will output RGB as
well IIRC. So, from memory, what I think you are trying to do is get a
signal from TiVo that isn't there and what you need is an RGB to
S-Video
convertor.

Keene do them and Craplins carry then, but a better bet is
www.rgbtosvideo.com as they are very good.
