How do you do this?  Do you have HS do the call recognition (via Meteor), or
have you got HSP seeing CID from the Meteor?  If the latter, how?

I know I keep harping on about HomeSeer Phone, but can do just that!
In my setup, if an incoming call is detected as witheld I have it answered
immediately with a TTS message "This line does not accept calls from witheld
numbers."
