I liked the ability of not receiving "number withheld" calls but there
are cases when you need this ability, i.e. the Police, government
agencies and banks(?) withhold their numbers I think and if you are
waiting for a call from them wouldn't this be a problem?

I know I keep harping on about HomeSeer Phone, but can do just that!
In my setup, if an incoming call is detected as witheld I have it
answered
immediately with a TTS message "This line does not accept calls from
witheld
numbers."
