Is 802.1a legal outside of the USA yet?

I thought that there was continuing development of some collision avoidance protocols requireing implementation due to differences between spectrum allocation.

IIRC ETSI has made some allocation for satellite uplink within the part of the spectrum specified by 802.1a?

I think I would agreee 802.11b is getting cheaper and cheaper where
802.11a is way to expensive yet, watch this space in 18 months
