There's a self-certification route to CE certification as follows:

1: Define the standard(s) against which the unit needs to be tested
2: Test the unit against the standard(s) and fully document the results
3: If the unit meets the standards, you may CE mark it
4: You then draw up a certificate of your own declaring that it meets the
requirements of the EMC directrive, and keep the certificated test evidence
for at least 10 years after the product is placed on the market

The standard(s) are things like immunity to full transient bursts, mains
inteference simulation, surge immunity, and electrostatic discharge. (Oh,
and emissions testing.)

For about £400, you can go off to someone like UKelectronics and use their
test facilities to provide the full documentation.

AIUI, the downside of self-certification is that YOU are therefore liable.
As such, I'd recommend the creation of a limited company to wrapper the
product in, OR proper third-party indemnity insurance.

Does anyone knows:
If I want to design and start selling some electrical device, when do I need
to get CE certification.
I think that proces for obtaining such certification is expensive so, for
the cheap things and small series, probably it's not worth taking such
route.
However, I would like to know, is there any legal requirement to have such
certificate if you want to sell such devices.
I think that someone mentioned that if your device has separate power supply
then it doesn't need it.
Anyone to put some light on this issue?
