Agree with what the rest of the guys are saying - I've got two static IP's enabled with Eclipse at the moment - don't have to fill in the ripe form.  Can get more later if required.  Recommended - good service etc.

Go with the router option - less hassle in the end, and ideal if your going wireless etc, just set-up everything to access via the gateway, set-up your dns options and configure the router to have the nat switched on until you get round to setting up a firewall.

I've got one of the ones from solwise - again excellent service.

Well one ip is taken up by me Router and another by my firewall and the
rest are reserved for future use but I'll bind them to the firewall for
the moment.

About 2weeks, personally I'd get a ADSL Router I got a asus 6000ev for
about £130 from solwise.co.uk
