I've never found a need for a static IP.  http://www.dns2go.com covers me.

If you're setting up your own mail server at home, you really do want a
backup.  My primary DNS is my home server, and I've misconfigured
secondary/tertiary ones.  The MX records are (10) my server, (20) backup
server on another line from another provider geographically a long way away.
