If you are still looking, I have a Cyberhome DVD player which seems to play everything CDR, CDRW, MP3, VCD, SVCD and XCVD.  It is also permanently region free via a remote control hack, and can also be region selected to ensure RCE playback.  The unit itself doesn't look great and it all has a bit of a plastically feel about it, but it plays anything and is cheap !!!

 

You might want to take a look at the Player section on www.vcdhelp.com  it has a searchable database by what DVD players can play what formats, and also has user comments, prices etc.

budget ones (around £100 quid).

Would need to be multi region, work with RCE and MP3 playback would be a
bonus.  I've seen the Scan one, but are there any in Tescos, Wollies, Argos
etc these days like this?
