Orange's lowest cost tarrif is 4 quid/month supplement. I think 
that's pretty reasonable - especially when limited to WAP & essential
mail. I agree that it's expensive, but I think it's cost effective in 
comparison to circuit-switched dialup over GSM, especially when 
roaming.
