There are quite a few technologies available but the three main
contenders are MS Windows Media, Real player and quicktime.

So far, Windows Media has a fairly big edge over the rest in terms
of quality at a given bitrate plus it's also free (well, included in
the O/S licence). I implemented a large corporate video streaming
solution using Windows Media (500-600 desktops and streaming servers
at 5 remote sites). Didn't cost very much either - especially
compared to other solutions.

If you go to www.microsoft.com/windowsmedia you can download the
Windows Media Encoder free. This allows a number of options -
encoding video for playack from HDD and live streaming. The live
streaming option is very versatile in that you can set size,
datarate, CODEC, quality, etc etc. It is fairly heavy on the CPU
though, so if you want to broadcast full size video (720x576 at 25
fps), you'll need a really beefy PC. Smaller 320x240 video is more
realistic but it depends on what you want to achieve.

I've also authored many commercial CDs/DVDs using Windows Media - I
think it's a great technology and MS are investing significant cash
into it's development.

There are two other live streaming tools that are popular (mainly
end user web streaming) - iVista and webcam32. The web sites are:
