Tony, try ACDSee. It creates html pages with thumbnails automatically. You just specify folder with pictures, thumbnail size, how many thumbnails per page and similar things and it creates all the thumbnails for you and HTML page with thumbnails and link to original picture when you click on thumbnail.
Easy-peasy.

Did I mention that I'm a lazy bugger and don't want to spend any time on
this? :-)

Alternatively, the problem, as you say, is the thumbnail issue.
If it wasn't for that, I'd just knock up a few pages with links to the
images, with the images being the IMG bit of the A tag.
(When I say a few, I mean a few 100 of course).
Being on the end of a 56k line, I fear granny would lose patience loading
say 20 1280x1024 piccies at a time, only to see them as 20x20 images, and
then have to wait for them to load again as she viewed each one......

Using a grapihic package, it would have to be fairly automated because of
the volume of piccies - otherwise it'd take months to do em all :(
