It would be fairly easy to write this with ASP or some other server
side scripting, but thumbnails might be a bit of an issue.

The problem is that if you have an image that is say 400 x 400 pixels
and through HTML you specify that it should be displayed at 40 x 40
height and width, then the download time is not affected. This is
because the image is downloaded first and then re-sized. So if you
have a folder full of large images and get the server side scripting
to generate a page of 'thumbnails' then that page will take a long
time to load.

I personally would not attempt this unless I hade created 'real'
thumbnails using a graphics package, in fact this is how I often do
pictures on client web pages.
