If all you want to do is stop the programs appearing on the start menu:-

Look in 2 places,

C:\Documents and Settings\All Users\Start Menu

and

C:\Documents and Settings\YourUserNameHere\Start Menu

If you install a program, sometimes it asks if you want it for all users
or current user only. If it defaults to going in the All Users menu,
simply cut the shortcut out of there and put it in your personal profile
start menu.

If you want to physically restrict access, you need to change the NTFS
security settings on the folders the programs are in. If you continue to
have the users as admins, you *can* remove their access by setting your
user account as full access and noone else with access, but since they
are admin, they can add themselves back on.
