OK, disconnected everything, with just the wire to the Rio, all is ok as soon as I plug it into the Rio no dialling tone and if I try to ring using my mobile, engaged. So do I assume that the Rio is the problem, yet Rio straight to PC everything works ok.

I'm not talking about an earth loop but the fact that one of the wires may be earthed somehow. That would short the phoneline to earth and effectively take the phone off the hook.
 
Start with the RIO.
 
Disconnect everything from it and plug it into the line -
 
OK - next
Faulty - its duff :-(
 
Reconnect leads one by one until things stop working.
 
Start with the power lead but the power turned off
Turn power on
Connect audio output
 
etc.....
 
Report back on the results

When the rio goes straight to the server all seems to work ok, so I would have thought if it was an earth or a loop it would manifest itself here. Without the Rio the phones all work ok even with my sky box on the one the Rio plug into, so I'm assuming the wiring is ok there as well.
 
I've tried swapping the wire that connects the Rio to the phone point and both cables have the same effect, no dial tone on the phone. If the pins were reversed in the phone outlet (installed by Sky) then again I assume the sky box would not work, but it does.
 
Any other ideas, tests I could do to narrow down the problem, lend me a towel to throw in!

Sounds like it may be earthing the line or putting a loop across it.
 
Another possibility is that the wiring on pins 2 & 5 may be reversed at one of the jacks.
 
This can cause the bell circuit to become connected across the line.

I'm using my Rio receiver with the HPNA card, all is fine as I have a separate extension lead between the device and my PC, but I want to link it to the other phone wires. here's the problem, when the rio is connected it makes my phone line engaged all the time. I have adsl but i've made sure that between the pc and the rio there are no filters. can any one give me any pointers.
