One thing you could do, is use a thermistor to control the voltage with
the temperature.  Probably easier to have the temperature
displayed
somewhere (on your desk, or on the monitor), and an array of switches
to
switch each fan on at 7v or 12v.  You could add 5v in there too if
you
can find suitable switches.
