Dan,

Shoutcast lets you select the input audio source as coming from 
within winamp itself or from a soundcard. I simply connected 
the 'speaker out' from my radio card to the 'line in' on my sound 
card which are on sepaerate PC's. If they were on the same PC i would 
look to use some 'looparound' software.

I use jreceiver to stream my mp3's to the rio's, i use shoutcast to 
convert my FM signal into mp3 (realtime, but obviously with some 
delay) and whole house audio.
