Technically, you shouldn't pay VAT on most second hand stuff.  You should
only pay it on second hand stuff that has had the original VAT claimed
back - ie. commercial vehicles, vans etc...
But, customs make you pay VAT on imports, second hand or not.

The duty rate for electrical and electronic goods coming from the US varies
considerably.  My last shippment was as follows:
Dallas Chips:        0% duty
Curtain motors:    2.7% duty
Speakers:            4.5% duty
TV lift:                 9% duty
DDARs, ePods:    14% duty

What we need is an importer that will be 'creative' and fill in the
paperwork putting the panels down as electronic components and get them at
0% duty ;o)
