No.

A VCR that offers NTSC playback will OUTPUT PAL60

Many newer sets are multistandard and accept PAL, NTSC and SECAM.

I am not an expert, but don't the majority of UK TV's display NTSC images in PAL60 not raw NTSC?

Yes - if your TV can accept NTSC.  Actually the same with DVD players - if your TV can't then the NTSC picture will be displayed as B/White.

I don't think there are many TV's left these days that don't accept NTSC.

We often get the pop-up ads for Xcam's for $$$ etc.

My understanding would be that the video from these devices would be in the NTSC format.
Most of us have multiregion DVD players or VCR's that can playback NTSC tapes on a PAL TV.

But can the TV itself display NTSC directly? I checked my TV manual and it shows that it can accept three types on NTSC signals(expected  from a VCR).

My question is can these USA devices be used in Europe?
