Yes they did, when exchange value-added features were marketed as
Star Services rather than Select Services. It has limited
availability (System X but not System Y exchanges or vice-versa) IIRC.

In any case, I'm afraid it's a red herring. The services are not
available over ISDN digital circuits (even though you can get some
select services on the analogue ports of HH & BH).

Pre-select is definitely the way to go, if you can wangle it.
