The cheapest & most flexible way is to use Linux (or one of the
*BSD's),
there are plenty of Linux distributions that are aimed at firewall use, eg
SmoothWall (http://www.smoothwall.org).  I myself
just use a RedHat 6.2 and
a crude but effective ipmasq setup.
