As long as the numer being dialled has the 143 prefix, then you won't be charged. I have an Elsa USB ISDN modem, and under W2K, I just specify that is uses both "devices" - each channel has it's own "device" presented to the OS by the driver, and it's dials both lines using the same number.

Forgive me for being dumb here but I'm trying to work out how you're
swinging the 128k access to Fast24 ... If I try to channel bond just
using the 0845 (or whatever) number then will that work or will I get
charged for two calls? If I would get charged for two calls then how
does your using the 143 prefix get round it?
