What I had in mind was:

RH10 - circle of radius 1 (1 person)
RH11 - circle of radius 2 (2-4 people)
RH12 - circle of radius 3 (5-9 people)
TN12 - circule of radius 4 (10-16 people)....

Sound reasonable?

I agree, I wasn't sure if the proposal was to add:

Joe Bloggs, TN12

But as you suggest would be fine, i.e. TN12 = 3 people.

Only if the post code is attached to a name, and made publicly available
in that format.  Just saying 3 people in the TN12 area for example
really doesn't give much away, if the information is mapped graphically
as Mark suggests then it actually would probably show even less
information.
