PC IR control with irda for network use.

Are there any usb/serial/??? IRDa transeivers which I can plug into a PC which will:
 
1. Be able to send "normal" ir codes to control tv's n such.
2. Recieve "normal" IR codes from tv remotes.
3. Comunicate via IRDA with a laptop so that it is part of a tcp/ip network
4. Comunicate with irda compatible mobile fones, eg nokia 6210
 
I need this so I can control various IR thingymibobs around my room/house (ir extender?)
 
I want to be able to control points 1 + 2 with included/availible software and independately of any stock software, eg write my own VB or delphi programs which can deal with the commands.
