There's no duty between EU states, it'll just go straight through
customs.
Technically you should only pay the lower rate of VAT but I doubt the
vendor is set up for that. That's one reason why it is cheaper to import
cars from Denmark where the VAT rate is higher. Certainly with BMW they
now have a unified post VAT pricing menu - so if you buy a Danish car,
but only pay the UK VAT rate on it, it ends up cheaper.
I looked into importing an M3, but the price saving was only 7%, and as
I am now entitled to VAT free cars in the UK (provided hand controls are
fitted before delivery), I'm buying from a UK dealer. Getting a vehicle
importer to fit specialist aftermarket hand controls BEFORE delivery
would be a bit of a nightmare. Besides that I'm sure I'll get the 7%
back on the back end, as for some unknown reason imports don't sell as
well as new cars.
Sorry, went off on a bit of a tangent there. Could have something to do
with the fact that I've spent the last half hour downloading Quicktime
movies of the sequential gearbox from the BMW website :)
The short answer is you will only pay one lot of VAT.

Just checked, Finland is in the EU, I'm still fairly sure I shouldn't
have to pay both the 22% sales tax in Finland, and then 17.5% VAT in the
UK
