I'm also looking for the best value enclosure and would be
interested to know more about the
Hager 54 way ones.

The best that I can see in my Newey & Eyre catalogue is a 28 way
Crabtree Starbreaker Consumer Unit which would cost about £40 or
about £1.50 per way.
