Sorry - the middle paragraph of the "cancellation period" should
have
read:

What I meant to say was:
Yes - the rules apply. They apply if you sell
- on the internet or digital television
- by mail order, including catalogue shopping
- by phone
- by fax
And this is what needs to happen:
- the consumer must be given clear information about the goods or
services offered
- after making a purchase the consumer must be sent confirmation
- consumer has a cooling-off period of 7 working days
The customer has to have been given:
- the seller's name and, if payment is required in advance, his/her
postal address
- a description of the goods or services
- the price including all taxes
- delivery costs where they apply
- arrangements for payment
- arrangements and date for delivery
- the right to cancel the order
- how long the offer or the price remains valid
If the supplier has notified the customer of their right to cancel,
then
it begins on the day the customer receives the goods, and is as
notified, with a minimum of 7 days.
If, however, the supplier has NOT notified the customer of their right
to cancel in advance, but does so within three months, then it begins
on
the day the customer receives the notification, and can be as short as
3
months.
If, alternatively, the supplier has NEVER notified the customer of
their
right to cancel, then it is deemed to be 3 months and 7 days.

A friend has purchased a flat panel display, advertised on the internet
but he actually purchased it over the phone. The monitor has several
dead transistors, (I gather clustered together). The supplier is sort
of
inferring (even though they have not seen it) that its in spec
My question is this, does the distance selling rules apply here, and if
so how long does he have to return the unit for a credit (he has had
the
unit over two weeks now, but only just told me about it)
