You could try an ASEL switcher. I have been using one for over 1 year now.

It can support 8 CCTV camera's with audio or by changing the chips it will handle 16 cameras.

I have a VB script that changes between the cameras.

You can also daisy-chain the switchers but 16 should be enough cameras even for us?

I mounted mine in a 16" Maplin case but I have just looked at their web site and they are now producing a rack mount version.
