I've got a similar setup running, and sufferd similar probs.

I forced myself to make the move to just using tcp/ip, removed
netbios totally. 

Ensured every workstation has a ip address in the same subnet e.g.
192.168.10.2/3/4/5 etc and the correct sunet mask 255.255.255.0. and
DNS servers of my isp
Ensure they have the correct gateway (i p of the router) 192.168.10.1
Made sure they all have the same workgroup name.

Rebooted all the machines, and you will get browsing going.  Some
machines will take a while to appear in network neighborhood.  You
can use Start / find / Computer to see shares on workstation that may
not appear in net neighborhood.  I found it better to get a server of
xp pro pc up first this will then become the master browser.

It can be a pain, but eventually everyone will see everyone.

Use ping / net view \\pcname & nbtstat to troubleshoot naming issues
for specific machines.

Failing that, you'd have to setup a std LMHOSTS file and place it on
all machines to force it.
