A little perl script using the MP3::Info module? Currently only writes
ID3v1 tags, I believe, so you will need something else for ID3v2 tags,
if you want them. A quick check of CPAN shows a couple of modules which
should help do this. But this is inately more complex, as the v2 tags
are usually stuck at the beginning, so the whole file needs re-writing,
whereas the v1 tags can simply be tacked on the end.

Alternatively, I have come across a java program called MP3Tagger
(http://ostermiller.org/mp3tagger/), which I think might do this for
you. If your files are named using one of a limited number of formats,
you may also be able to use Yamt (http://yamt.sourceforge.net/).
