Regulated voltage higher than unregulated?

Hi all,

Wondering if anyone could answer this question for me, please?

I notice on Keith's kat5 modules it says to run at either 9v unregulated
or 12v regulated.

Does this mean if I have a device that comes with a 9v/10v un-regulated
wallwart it would be safe to run it at 12v regulated? Or am I missing
something fundamental here?
