Sky+ can watch programmes whilst being recorded yes.

And from the new year, can record two programmes at once, and watch one of
them.

Erm... don't watch live TV then..! :D

Does Sky+ not have a facility like Tivo where you can watch a recording
that's still in the process of being recorded?

I've not seen a Sky+ box, I got a Tivo instead.... (uh oh, the Holy Wars
again... ;> ) but would imagine it'd have the same sort of features.
