AIUI, the "Force" command does exactly what it says on the tin and
forces the module to react regardless of whether or not it is in the
desired state already or not.

If you send an "On" command from HV I think it does actually send the
"On" command even if it reports the module is already in that state. It
does off the controller screen using the remote access anyway as I do
that all the time and it does send the command. ;)

I'll need to play about with that actually and see just exactly what it
does.
