This is a standard disclaimer that ppl put in emails (and indeed may
companies insert automatically at the end) so that only the individual
and
not the company that sent the mail can be sued for <insert reason for
law
suit here> as a result of said email.

It may well be that wearing his company hat, Mark's opinion as a
professional co-incides with his personal opinion and decisions are made
on
that basis, but that is beside the point......
