PHACE is an abbreviation in health circles (well, in Scotland anyway)
for
"Project for Hiv and Aids Community Education"

PHACE Scotland are one of my clients, so I come across a  lot of
people who
know this. it may not be quite so well known outside the health
care/gay
community.
