Nasty situation, my sympathies!
First thought regarding CCTV - where will the camera be sited? The
image from 3 stories up is going to be small, and will probably film
the top of peoples heads which is perhaps not terribly helpful in
making an identification - a camera at street level is a really a
must. Built in infra-red illumination for night time viewing is also
unlikely to be effective over that distance - so may need to consider
supplementary lighting. Generally B&W cameras work better in low
light conditions than colour cameras.
Perhaps more importantly, for your own safety, you should skin the
inside of the windows with security film. A glaziers or security
specialist such as Banhams should be able to provide further advice.
