You may find that the _site_manager_ is the one person who can help.
The "head office" won't want you on site, but the site manager
may be happy to let you pay one of his electricians a day's money to come
in for a Saturday morning, and run all the cable you want ;-)
A lot depends on whether you actually own the house, or whether you've
simply paid a deposit and will only pay for the whole house when it's
finished. If the latter's the case, then they'll be worried that you'll
"much up" their house, then not buy it, and they'll be left with
something bizarre and hard to sell.

(It's one of those David Wilson homes).
What I could do is downstairs where it's mainly block work, channel out
a
large groove along the top of the wall and embed a conduit. That way,
more
cables can be added at a later date. Wall sockets can then just drop
down
vertically, again via a channel in the plaster/block work. Sorted!
