Looks like you're running this in "Command.com" rather than "CMD".

Can you try going Start/Run and typing "CMD". Then CD to the right directory, run Jetty.bat and tell me what happens?

Command.com is the old Win16/32 compatability shell. CMD handles modern apps better.
