<< I want to create a channel complete with audio and video down
a coaxial cable which i can tune into on a tv. The channel will be a pc
output.

what is the best way to do this ?>>

If I were doing it, I'd use a graphics card with TV-out
connected to an RF modulator.  In fact, I've rigged up an RF modulator
to take power from an inline power extension cable inside the PC.  Works
like a charm.  Bear in mind it won't be stereo.
